I'm looking for two things, 1. Any way to access the router's CLI interface in full, not the tiny telnet server you can pseudo-enable. Secondly, and through gaining access to the CLI, I'm looking to change DHCP options for PXE booting. I can get to the device's telnet and local Linux shell, but I can get any farther than that. What can I do?

I've gotten into the telnet/shell of the router, I'm just wondering where to go from here. I tried using rg_conf_set to add filename and next-server to the DHCP settings, but it didn't do anything.

Don't think anyone except noaaah had managed to understand the inner workings of the rv042 and OpenRG software unfortunately.
Have areas of this and see if it helps though don't think it mentions anything about pxe
