RV042 Problem with Bandwidth Management

Does anybody know why the RV042 bandwidth manager doesn’t work? I set different bandwidth limits for specific IPs and even for the IP range of the whole sequence (for example, from 1 to 254), but it doesn’t work.

I have a firmware version: 1.3.13.02-tm

The bandwidth management rule is effective only when there is not enough bandwidth for all traffic sources. If there is no competition, a traffic source gets to use all the available bandwidth.
