RV082 - Separate VoIP & Data for Load Balancing

I have a dynamic and a static internet connection. I have a VoIP system hosted at this location requiring the static (nothing major, just 5 remote voip phones).  My goal is to have all data usage at the local office use the dynamic internet connection (WAN1) and the voip to use the static (WAN2). The phone system is using two ports so two IPs.  I have them set to 192.168.8.200 and 192.168.8.201.  All my internal devices coming in on a SGE2000P switch to the router, and using dyanmic IPs starting at 192.168.8.2-100.  I have configured Protocal Binding to have 'All Traffic [TCP&UPD/....] -> 192.168.8.1~199 (0.0.0.0~.0.0.0.0)/WAN1' and 'All Traffic [TCP&UPD/....] -> 192.168.8.200~201 (0.0.0.0~.0.0.0.0)/WAN2'.

The problem is, they keep losing there connections on the computers (192.168.*.2-199). Literally no internet. VoIP seems to work ok, but the computers are coming on and off line. Should I have something else configured that I may be missing? I believe incoming traffic should be on the same as the outgoing request?
