RV160W site to site vpn status is connected but cannot ping local ip

I have configured site to site vpn to router(1) all configured vpn status is connected, when I tried to ping each router(branch) all is working and has response except one router(2). I tried to checked the vpn status on router(2) side it is also connected, yet I can't ping their local ip with each other. I used same configurations to other routers connected to their vpn. What might be the issue with this?

as you have multiple routers connected, your "ping" may not be using the direct connected source address within the vpn
and so not follow the path you think it will
try a traceroute instead of a ping
