RVS4000 VPN issue over 3G Wan Connection

I have a 3g verizon WAN connection via a 3G DigiRouter that is functioning in pass-through mode. Behind that, I have the RVS4000 router. I am unable to connect via the VPN using the QVPN client.

I have been able to change the remote managment ports on the Cisco to 4500 and 64300 and have been able to connect via the internet on those ports, so I know that Verizon or the Digi is not blocking the ports. Scanning via nmap says that those ports are closed when the remote managment is on 8080.

Logs from my PC (Turning my W7 firewall on or off doesnt help, I have QVPN listed as an exception):

Giving up.

Does anyone know if there is an issue with the RVS over a 3G connection (latency, verizon blocking ports, etc)? The only thing I can think of to try next is resetting the router. A call to Cisco came back with Verizon blocking the ports but I dont believe this is true. I cannot telnet to those ports so I wonder if the Cisco is not listening, or maybe I have some other issue on my PC. The only other oddity is the No such file or directory - I also get this on the VPN log of the cisco when its loading the certs, but having seen other configs this seems to be normal.
