I'm getting below error while try to generate CSR for vManage, vBond or vSmart in vManage GUI portal.

Do you have connectivity to controllers? Are you trying to connect them via VPN 0 and forgot to allow netconf protocol via implicit ACL?

This error can happen if NETCONF isn’t allowed in VPN 0 or if there’s a control connection issue with the device. Also, check that the system time is synced correctly CSR generation can fail if the NTP settings are off.
