It also depends on whether you want the full E3 or suvstrate. Check the following link

If you want full, NM-1T3/E3 sitting on the 3825 should be the cheapest. Can go for lower routers like the 2800 if you do not require full E3.

I will use 2 modules (NM-1T3/E3 and FastEthernet) together with a old 3640.
