on a serial links, one side usually needs the 'clock rate' command, do you have that configured ?

Which side should the clock rate be set on ISP-3 or the BRANCH router?
And any specific rate number?

Only as discard, in the guide that shows the ip for that interface is 209.165.201.2, but you assigned the ip 209.165.201.22.
Try changing the ip and assigning the one specified in the guide.
For better reference, could you send us the exercise?

You must make 2 changes in your configurations:
1-In ISP-3, in the interface s0/0/0 must be configured PPP also
2-The authorized user in ISP-3 is BRANCH, so you must change the name to the SBO router
ISP-3
ISP-3(config)#interface Serial0/0/0
ISP-3(config-if)#encapsulation ppp
ISP-3(config-if)#ppp authentication chap

SBO(config)#hostname BRANCH
