If a 4321 router has a bandwidth limit of 50Mbps with a 100Mbps circuit does it just drop any traffic over 50Mbps?

You can have some different approach.

shape {average | peak} percent percentage [be excess-burst-in-msec ms] [bc committed-burst-in-msec ms]

I recall it shapes at the license limit.  I.e. for base or performance license limits.

For a boost license, you obtain whatever the router can provide for your traffic mix and configuration (just like prior gen ISRs).

NB: shaping will buffer/queue excess traffic, but if too much excess (i.e. for buffer/queue overflow), traffic will be dropped.
