I replaced a Cisco 887VA with a ISR4331/k9 loaded with a NIM-VAB-A ADSL card.
I copied the configuration of the ATM interface and the dialer 1 interface from the Cisco 887VA to the ISR router, taking care of the password and username. Note: the Cisco 887VA had this command in its atm interface (atm vc-per-vp 64) but could not paste it in the atm interface of the isr. This is the only command missing from the original configuration.
I spent all afternoon checking what could be wrong and got to the conclusion that I don’t have a clue. The controller in the isr is IP and checked the recommended TC and
I attach the configuration of the 2 routers. By the way, kI see input bytes in the ISR but not outgoing.
I will really appreciate your help.

I somewhere recall that you need a subinterface on the ATM in order for the PVC to work. Try the below:
interface ATM0/2/0.10 point-to-point
no ip address
no ip unreachables
atm oversubscribe factor 2
no atm ilmi-keepalive
pvc 0/38
encapsulation aal5mux ppp dialer
dialer pool-member 1
