Hello AmirReza,

you can use on each remote site router DDR: dial on demand routing.

the idea here is to make a call when traffic had to be sent out (interesting traffic ) and the primary link is failed.

A floating static route can be defined (with a greater AD) and access-lists can be defined for interesting traffic.

use the following doc

http://www.cisco.com/en/US/docs/ios/dial/configuration/guide/dia_preparing_ddr_ps6350_TSD_Products_Configuration_Guide_Chapter.html

and:

http://www.cisco.com/en/US/tech/tk801/tk36/technologies_configuration_example09186a0080094555.shtml#configs

Hope to help
