I have a client that is building a new network and I would like recommendations for a router and switch for a single server, 40 workstation LAN. They will be providing VPN access for home users and have a VPN connection to another site overseas. I am a bit confused over which Cisco router would be the cheapest, most efficient solution.

With knowing just the generals, I would say the 1841 will work well for this situation. The 800 series has some VPN limitations and that's why I would lean towards the 1800 series.

I don't know about "cheapest" but in the WAN/LAN/WLAN arena, I firmly believe in the old addage "you get what you paid for".
Note that the information provided by me and Collin are just for the routers. You didn't specify if you need switches. Both the 1800 ISR and 1900 ISR2 routers will not support switch modules. If you want to have a router and a 8, 16, 24 or 48 port switch module built-in to the router, you need to look at the next model up, the 2800 ISR or the 2900 ISR2.
