BGP flaps

Hopefully someone can help answer this question as I am not the best with BGP. Router 4431, Version 03.13.02.S.  IP address in logs is out AT&T peer 172.17.XXX.XX(masked from privacy). I am assuming that "peer closed the session" indicates that the other side went down. Our inside is 172.17.XXX.X3 and I don't see anything for that. From the provided logs below would that be a fair assumption?

085166: *Apr 22 07:53:28.723: %BGP-5-ADJCHANGE: neighbor 172.17.XXX.XX Down Peer closed the session
085167: *Apr 22 07:53:28.723: %BGP_SESSION-5-ADJCHANGE: neighbor 172.17.XXX.X4 I Pv4 Unicast topology base removed from session  Peer closed the session
085168: *Apr 22 07:53:44.469: %BGP-5-ADJCHANGE: neighbor 172.17.XXX.XX Up

I'll be glad to provide more information if needed. Again I am newer to BGP so please forgive any assumptions.
