I have two service providers but only have a handful of public IP addresses. Is there a way to set up BGP (or other) so inbound routes can come over either provider in case one fails?

If you own that block, you can announce it via any provider. Caveat, you need a public AS Number for BGP. Another caveat, you need to advertise a /24 - ISPs won't accept /25 and greater

Thanks for the reply.
If I had an ASN and a /24 it would be a straight foward BGP config. My block is a /28. I'm trying to accomplish the same functionality without a /24. Is there any way to get inbound routing via two different ISPs without going to ARIN for a /24?
