Are the any fixes for this bug? Pls advise the description of it if possible. Cisco does give me an empty errored page when I request the description.

Not at all. That bug is specific to the AIP. Therefore, it does not apply to the OC3 module on the 3800 platform.

Unfortunately, it seems that the bug has been closed off without a resolution. Therefore, configuring PCR=SCR on the AIP will result in the PVC being treated as a UBR PVC. The one workaround you have is to configure the SCR to be the highest allowed SCR that is less than the required PCR...
