Can I use ISR4351 iOS file to upgrade ISR4451 iOS?

Hello,

I have the Amsterdam iOS file to upgrade my ISR4351 router. Can I use the same file to upgrade ISR4451? I noticed they have the same latest version but different file identifier and also difference file size from the download center.

No, it won't work. 

Look at the filename.  4331 filename starts with "isr4300".  4451X filename starts with "isr4400".
