Can't set special character in enable secret password string || Cisco ISR 4451-X/K9

I have a Cisco ISR 4451 . I am trying to set enable secret password as T$andip123 . When I am configuring this it is taking only T i.e only characters exists before $ ( If I set Tand$ip then it is taking only Tand
This same thing happening when I am configuring interface description. If I need to set enable password as Tand$ip then I am using Tand\$ip .
Existing IOS is : isr4400-universalk9.03.16.05.S.155-3.S5-ext.SPA.bin
I am using this same IOS with same model of router for a different site and I have no problem with that one.
Can some one help me why this is happening and how do I get out of this problem.

Hello,
it used to be that any special character had to be preceeded by the keyboard combination Ctrl + V, which then let you enter anything. Not sure if that still works on the ISR...

This does not resolve this issue. Still I am facing this issue with this box.
