Cannot save service-module t1 framing options

I have a 1602 router supporting a customer site with a fractional t1 (128K).

The LEC has indicated the router is switching back and forth from ESF to AMI framing. There are lots of errors showing up on the interface counters. Everytime I have checked the interface it is showing ESF (what it's suppose to be). The default for the router is ESF but I figured I would go ahead and force it using the service-module t1 framing esf option along with service-module t1 linecode b8zs.

I can enter the commands with no errors but when I exit interface config mode and show run the modifications are not there. Below is the relevant section:

interface Serial1

no ip address

encapsulation frame-relay

service-module t1 timeslots 1-24

frame-relay lmi-type ansi

!

interface Serial1.1 point-to-point

description 128K to Waukee

ip unnumbered Ethernet0

frame-relay interface-dlci 18

!

I tried having someone onsite connect through a LAN port, shut the interface down, make the changes... but that didn't work either.

Anyone know why I cannot change these parameters?

Thats because those are the default settings. Default settings (commands) does not show up in Cisco IOS configs.
