I want to redirect my cisco anyconnect user's traffic toward my FortiGate firewall that resides inside network.

It would look like this. Obviously you will need to change the next hop to be your address
route inside 0.0.0.0 0.0.0.0 1.2.3.4 tunneled

Have you tried configuring a default route and including the parameter tunneled on the route? That is the usual solution for directing VPN client traffic with a route different from the usual default route used for internal users.
