Just had one of these happen recently.  Never did find out exactly what reset means. 
I still suspect the one of the vendor changed to frammed from unframmed for a period of time but no proof. 3 different telco involved.
We put a hard loop plug toward the router to verify the cabling in the building.  It came up/up looped like normal and the reset never came back after we reattached the circuit a couple hours later.
Not that I would say that a hard loop plug will fix your problem it is easy to try.
When I tried to look this up all i found about reset was related to PRI cards.
