I tried to configure my router to use the ip tcp intercept command, but the command was not present. Can my 1720 router use this set of command?

Paste a sh version. I think you need the IP FW feature set to get this enabled. Or it could be due to a IOS version problem. Either ways lets start with sh version output.

Your IOS version does not support that command. You can find it in the IOS-FW version. You may also check the IOS version where the command first appeart to be sure you have the rigth version.
