Price wise 1750 is.
2610 is a better investment though.
Again this depends on your network, what requirements you have for now as well as future.
2610 ( I would prefer XM over non XMs) have a NM slot which you can populate with wide range of modules/wics. Plus two onboard wic slots. A built in AIM slot. Thus it provides more expansion capabilities.
The 1750 has three wic/vic slots, which can be populated with wic's for data access and vics for enabling voip features. The 1750s are definitely a cheaper than the 2610s, and is very good for a small business.
PPS (packets per seconds) stats on 1750 with Fast Switching / CEF is 8500 pps.
2610 (non XM) has 15000 pps, while 2610XM has 20000 pps.
Now I will leave it to you, to decide, which one is the best. Good luck@!
