Cisco 3850- NM-Blank switch Power up issue

Hi Team,

         We have cisco 3850 NM-Blank - 48 port switch, i have powered up the switch,

• After power my cisco switch 
• The PS OK LED is in Green Colour, and AC LED also in Green Colour
• but my device not get up still in down 
• LED is up but device is down
• Team please help to power my device, 
• IS there any memory issue or FAN issue 
• pls help me, i have cleaned the FAN after that also checked same device down status only. 
• please help to power up my cisco switch.
