Cisco 4300 - TP-Link router compatibility?

We have a 4300 connected to a fiber and then to our premise, via coax, to a TP Link (home) router (C3200). The bandwidth to the router is limited to 10mb. The issue is that if we ping the TP Link router on the local network, the pings are fast until we hit it with heavy upload traffic at which time the UI and ping slow way down (more than a second). When the upload is done, it returns to normal. We have another installation with the same C3200 TPLink router and it is connected to a media adapter to fiber at a gigabit speed. Doing the same test, with the tplink router handling near gigabit uploads, we don't see any issues at all, fast ping, etc. so I am wondering if there is an incorrect way to set up the bandwidth limitation in the 4300 such that it might cause some serious issues with a home router like the TP Link, like maybe it drops 99/100 packets and the router is swamped trying to resend them? Sorry I am no expert in this and am just trying to debug a problem. Thanks!

- You could determine this by removing the bandwidth limit on the 4300 (temp) and have a traffic stress-test again

Unfortunately the company that provides the circuit administers the 4300 and though it is at our premise, we do not have access. I have talked to their net admin but it is a very strong personality and of course there is no error whatsoever in their configuration. I’m trying a 3rd customer side router now to see if it is a router issue. (different brand). I was just wondering if there was some way the 4300 could be mis-configured somehow to cause this problem. The arrangement is fiber->4300->ethernet->customer router. A very similar setup with the same TPLink router but without any bandwidth limitation (and I’m not sure of the upstream router type) has no issues with upload speeds to 900+ mbps.

We turned on bandwidth control in the TP Link router and set the limit to the limit in the Cisco (10mb) and that seems to have solved the problem. Somehow the TP Link and the Cisco do not play well together.
