Cisco 4451 high memory and incorrect CPU utilization

Hi,

We have cisco 4451 showing high memory showing 95% or 96% used memory. On other hand it is incorrectly showing cpu utilization to 0% all the time. Can you please advise if it is a bug or actually low on memory.
