I know I can use software advisor to locate an IOS for my routers that has SSH included, but is there a rule of thumb for IOS that includes SSH by default (i.e. IP PLUS, IP SECURITY, etc).

AFAIK its yes and SSH comes with the image which does supports Crypto.
