I have purchased a bunch of Cisco 4221/K9 and have done so in the past but for some reason, this bunch when I boot them up brings me to a username and password prompt which I have never seen before. Usually, when they boot all the way up it brings you to "Router#" and then you can go into exec global mode and make your changes but I cant on these for some reason has anyone un into this issue, Any feedback would be greatly appreciated.

I think the default username/password combination is 'admin' and 'admin'...did you try these ?

I did try that could not get in. Also would not allow me to get to global configuration mode kept saying command not found when I did a conf t. strange because I worked on these before never had this issue until the last batch of ten I just purchased.

If order to provide remote access to ISR "out of the box" required in order to perform remote provisionning for example, these devices are now provided with several default configuration:
If you want to remove this default configuration, you can of course proceed with a factory reset "write erase / reboot".
If you can't connect using defaut password, this means that someone has already used this account without setting a new username / password as requested on the MOTD prompt.
In this case, please follow "password recovery" in order to get access to your device.
