Rommon etc is not starting up cant hit up any commant. any ideas?

No IOS on router and password recovery is disabled

NO VALID IOS found in the router.
Really dumb move to disable password recovery.
With password recovery disabled the router will continuously go into a boot loop. If forcing/breaking the router into ROMMON, this will cause the configuration to be erase.
