If I ping "B" no problem
If ISP ping "B to C" no problemo
If I ping "C"problem approximatly 50% of the packet get lost in cyberspace.
It seems like a basic problem but neither I or my ISP can find the problem

If you supply more detail it would be more likely that we can help solve your problem.
Based on the description you have given the first thing that I would check would be to look in the routing table at A and see if there is more than one route to the address that you are trying to ping at C. Can you tell us what is the address you are pinging and can you post the output of show ip route
from A? It might also be helpful to post the output of show ip route from A.HTH
