what is the Difference between Router QoS and Switch QoS? when we need Router QoS and when we need Switch QoS?
if I have VOIP QoS on router, then do i need VOIP QoS on Switch?

That depends on the devices being compared. Generally, router QoS offers many more QoS configuration options.

One doesn't depend on the other. Both depend on whether there's congestion that's adverse to the service needs of the traffic (and whether QoS can meet those needs).

Does Router QoS for incoming and outgoing Internet RTP traffic and Switch QoS for LAN RTP traffic?
If there is not congestion on Internet and LAN then Router and Switch will not prioritize RTP taffic?

Sorry, I'm not sure what you're asking.

Correct. If there's no congestion there's nothing to prioritize.
Don't confuse actual prioritization with tagging packets that should be prioritized. They often go together, but they don't have to.
