can help to explain main diff between RTU and Permanent appxk9 licence for ISR 4000 series?
did Permanent licence has any additional feature?

Hi there,
A permanent license does not have the 90 day limit that a RTU evaluation license does. From a feature set point of view they are identical.

thanks for response,
i work for ISP , we provide router supports to clients,
so for ISR 4221/k9 router, i have seen most time we use RTU lic, means we get the RTU paper from cisco
but sometimes, clients purchase licence with PAK file,
and also when we install RTU licence License Priority: Low
when we install Permanent License Priority: Medium

OK so you have activated the RTU license without specifying the evaluation keyword.
Regarding the priority value I guess the device must evaluate which license to install, since a permanent license has a pak key installed it is always more trusted than the honour based RTU scheme, hence it will have a higher priority.
