I have cisco 3660 with NM-2T and Serial-4T inside. In NM-2T i plug WIC-2W (wic with to smart serial). I connecting the unstructured G.703 to the serial interface through the interface converter. When i connecting those G.703 to serial interface (not smart serial) it works this out problem. But then i try to connect G.703 to the smart serial interface - it does not work (protocol down).
Is any difference in using serial interface and smart serial ?

The issue may be due to the cable mismatch to the smart serial interface .The 1-port serial WIC has a DB-60 serial port, whereas the 2-port serial WIC have Cisco smart serial ports. Use the correct cable for your serial WIC.
The serial cable attached to a smart serial port determines the port's electrical interface type and mode (DTE or DCE).

Also check whether u r receing the clock to the router DTE interface
