In Packet Tracer, I noticed that when you configure OSPF multiple areas...OUTSIDER Area routes automatically show up in the Routing Table.
But for OSPFv3 they don't.
Does this sound right?
In my lab, Only Area 1 interfaces know about Area 1 networks and only Area 3 interfaces know about Area 3 networks.

The topology in your PNG snapshot violates the OSPF and OSPFv3 requirement that every non-backbone area must have an Area Border Router (ABR) that is directly attached to Area 0 itself. In your case, areas 2 and 3 are not attached to an ABR that would be directly connected to the Area 0 - instead, both Area 2 and Area3 are attached to a router that is further connected to Area 1 but not to Area 0 directly. In this network, inter-area routing will not work.
If you renumbered your current Area 1 (yellow) to Area 0, and your current Area 0 (white) to Area 1, then all would start working - at least on real devices; Packet Tracer's fidelity in this regard may be limited.
