E1 controller problem.

When the line S0/1/0:0 goes down, when it comes up the interface s01/0:0 requires shut and no shut to resume.

One more thing I would like to higlight is that only the interfaces(G.703) which are being configured as UNFRAMED are giving problem. Others which are FRAMED has no issues.
