If I create an access-list for my EIGRP distribution list with last line being:
access-list 10 permit 0.0.0.0 255.255.255.255
Will this allow all EIGRP network advertisements through the filter?

Yes if you had this one line in your access-list and you applied this in a distribute-list it would allow any network.

Hello Matt,
yes
access-list 10 permit 0.0.0.0 255.255.255.255 =
access-list 10 permit any
so if you have this last line you can implement a logic:
deny subnet1
...
deny subnetN
permit all the others
