what is the relationship between unicast retransmission times and ip hold-time ?
the default times are 16,but after i've changed the hold time,it is more than 28 times, why?

Which specific timer? The RTO?
The RTO isn't related to the hold timer at all--the response time (the SRTT) from each peer is measured in real time, and the RTO is set from that. If the EIGRP neighbor relationship hasn't been up very long, it's very possible for the RTO not to reflect reality--there are just too few packets with measurable round trip times for EIGRP to measure the SRTT correctly.

The RTO is based on the SRTT, so if the SRTT changes, the RTO will change with it.... The RTO is 6 times the SRTT, with a minimum of 200ms, and a maximum of 5 seconds.
