There is no real definitions of the amount of routers for an enterprise network.
The definition on google:

A networking system that allows communication and resource sharing among all of a company's business functions and workers. This can even include the company's suppliers and distributors.
I work for a company at the moment with more then 130.000 people on the network worldwide with more then 8000 cisco devices ... set up in the CORE/DISTRIBUTION/ACCESS layer way ...
and thats wha I call an enterprise network...
There are also offcourse smaller enterprise networks ... ussually if you have an enterprise (as company) you are talking about an enterprise network
