Hi

As per the supporting doc the optimal way to do Policy Based Routing with better performance you need to enable CEF in your box.

Its otherwise called as CEF-Switched PBR

Before CEF was introduced the PBR was done on the path derived using Fast-Switching which is otherwise called as Fast-Switched PBR..
