How to make slow or dificult a lot the web of the others users in a domestic home wi-fi network for some time? (create a considerable dificulter, bodersome, for example, a big delay or to limit a lot the bandwith)
1 desktop, 1 notebook e several mobile phones use the wi-fi of the cisco modem-router, with is pluged on the round and white cable of the cable-tv company.
My bandwith is 15Mb. I need the bandwith forwarded to some (of even all, even my self) to became about 0,3Mb (or have some equivalent dificulter)
The objective is to make a page take at least 1 or 2 minutes to open.
I don't have acess to the notebook or the phones, so instaling any software in them is out of the question. It have to be some configurantion on the cisco router.
My personal objective is to induce the other people to pay for a internet of them own (solving their troubleshooting and price issues by them selfs) and stop complaining and ieling at me, without having to say no to or charge them (what would bring serious damage in the family relationships).

I already make a web search (in my language - brazilian portuguese) and read at least 3 times each page of the hole setup an attach some to help you think of some solution.
I accept any anwser, even a parcial or provional one.
The limitation could even afect my self, if it have to be for everyone (since it's a temporary situation).
