Without using route reflector and conferdaration, if 5 router connected via ibgp, does each router has 4 neighbors?

That is correct. To get a full mesh you'd need 4 neighbors on each router.

In addition to other posts i would like to reinstate that you can create a peer group if you have same admin policies applicable to all the 4 neighbors by doing so you can reduce the excessive usage of memory and also defining / configuring policies for each peer ..
