I have two 2621xm router that were upgraded to c2600-ik9o3s3-mz.123-23.bin and had to roll the IOS back to c2600-d-mz.121-15 so we could run IPX on the routers. Now I'm unable to login to the routers remotely through telnet and don't have out of band access. Is there anything I can do to restore access remotely?

I'm afraid you need someone at the remote location to login to that router and see its state. The router can be in rommon and while on that condition the router has no configuration. Nothing you can do from remote.

What type of WAN connection between locations?
If they are passing traffic, can ping the WAN interface from its neighbor router? If so, can you telnet from its neighbor router?
