Is it possible to upgrade the IOS on my 1841 router I recently purchased to latest from 12.4(6)T3 from download on cisco.com or do we have to pay to upgrade to newer release?

Believe you can upgrade as long as it is still fall into the same feature set. Also, you need to take into consideration on the IOS requirement, whether your current 1841 can meet the minimum IOS requirement.
You need a CCO account with valid "right" for IOS download.

I registered, but it still doesn't allow us to download the upgraded ios.. do I need to give the serial number of the router as proof of purcahse or something? I purchased this router through an ISP we previously had so we do not have a sales order from a retail store or cisco.

Hi,
Normal ID do not grant you IOS download. Did you purchased any maintenance contract (Smartnet or others) for your router?
Another way, is you get someone who has the download right (normal his/her ID are tight to a Service Contract)
OR
You can ask your ISP for help.
