I have 3 ISR 4321 routers that im using in a lab environment, all devices are on IOS 16.09.07. I recently bought 3 NIM-1GE-CU-SFP modules from eBay to use with these routers. On one of my 4321's, the NIM-1GE-CU-SFP modules will not load and are stuck in a booting and rebooting state indefinitely. I've tested all three modules on both slots of this router and they all do the same thing and will not load. If I put these modules in any slot on the other two routers, they load up and function without issue.
Troubleshooting Ive Completed
- On the problem router, I've tried force rebooting modules while inserted, power draining the router, reseated the cards countless times but nothing.
- I've tested the modules in other routers and confirmed they work fine.
- I've tested a NIM-ES2-4 and NIM-ES2-8 in both slots of the problem router, and they load up fine.
Anyone have an idea on why the NIM-1GE-CU-SFP modules wont work on the problem router but the switch modules work without any issues? Since the same NIM-1GE-CU-SFP modules work on the other two routers, I don't think the modules are faulty either. Any input is greatly appreciated!

Contact Cisco TAC. I suspect this router is faulty.
