I have user in branch that access internet using proxy server located on central location. User uses some apps from internet (web app https) that I need to put into QOS somehow using match protocol or some other way. Problem is that I cannot use match protocol http url "*WEBAPP" for https app. Is there way to see https://WEBAPP traffic?

I believe the keyword for https is 'secure-http', can you try:

match protocol secure-http url "*WEBAPP"

?
