I have a question about network design since I have read about Core, Distribution and Access layers from Cisco design guide but I'm not sure if the WAN connections should be tapped into which layer ? and why ? please educate me. Thank you very much.

If you look at the ECN model (Enterprise Composite Network model) - This model is nothing different than access core and distribution model. Just that this model has a few add ons to it.

The WAN Block is tied to the core through a Edge distribution block, as all access layer switches (wiring closets) will need access to Internet or Private wan. So I would suggest to terminate the WAN routers on a distribution layer switch (preferably L3). You do not need to follow the exact recommendations made by Cisco as it will cost you a lot.
