Hi,
Looks like neighbor isn't getting a response back from other side. Is there any firewall between those devices? How are they connected? What about port error counters are there any?

Hello @ปลาวาฬทราย RMUTT CPE IX ,
the device on the right has neighbor count 0, the device on the left has neighbor count 1 adjacency count 0.
I would say device on the right is not receiving multicast hellos from device on the left.
To see if anything change try to use neighbor command to have the multicast hellos converted in unicast.

Typically OSPF misconfig is usual a reason timers, MTU, wrong area etc. in some situations if a link leased then ISP could be filtering multicast packets. Last reason happens a lot at least in my experience.
