OSPF static Redistribution with multi-service provider

I am doing ospf on my network and at one of the business office when ever the frame connection is down the trafic go on backup link to the second service provider however when this happen the static routes that I redistribute in ospf on the router keeps go in and out of the route table of core routers.

Please post all pertinent configurations from the different routers involved.
