Hello community,
I recently attempted to upgrade my ISR router to the latest version but encountered an error stating:
"Failed to boot file bootflash:isr4300-universalk9.16.09.06.SPA.bin"
This occurred despite entering the correct commands.
The current version is:
Cisco IOS XE Software, Version 03.13.04.S - Extended Support Release
Cisco IOS Software, ISR Software (X86_64_LINUX_IOSD-UNIVERSALK9-M), Version 15.4(3)S4, RELEASE SOFTWARE (fc3)
ROMMON Version: isr4200_4300_rommon_1612_2r_SPA.pkg
Assistance would be greatly appreciated.

ROMmon version seem to be good to support the IOS xe 16.09.06.
Verify that the IOS image file is not corrupted. You can use the command verify /md5 bootflash:isr4300-universalk9.16.09.06.SPA.bin
to check the MD5 hash of the file and compare it with the hash provided on the Cisco download page.

Thank you indeed. That was the solution. I checked the copy (md5) and it did not match the one on the Cisco website. Now I have to submit a memo to my direct manager to verify the source of this copy.
I have already been able to download the latest version of Cisco's Support Portal and have successfully run it on the router
