Hello team,
I'm just wondering if there is a way to proof to a colleague that setting up QOS will make no difference because utilization is low?
How do I do this on ASA5510? How do I get the report generated?
Could you please give me scenarios where having QOS would not make sense?

"Low" utilization may not show there's no need for QoS, if fact, "low" utilization can sometimes be because there's no QoS.
When QoS isn't need, is when congestion isn't possible. For example a single ingress's bandwidth is less or equal then a single egress's bandwidth.

Is there a way to generate a report monitor congestion on ASA?
Measure ingress/egress bandwidth?
