Hi SK,
You need to be specific about routers. If the routers under concern are ISR or modular chassis?
ISR (integrated Service Routers) comes in many flavor.
800, 1800, 1900, 2800, 2900, 3800,3900.
Few of them are capable of supporting VLANs due to integrated switch module in it. Like 881
Onto 3800 an 3900 you can installed Switch Module and make this device capable of handling VLANs logically.
If you talk about Module chassis like 6500 and 7600 they are capable of handling VLANs.

890 can support up to 14 VLANs only.

The Cisco 881 has 4 LAN ports which are effectively Layer 2 switchports, hence why the device supports Vlans.
If you wanted to do 'Router on a stick' the device would need to be capable of 802.1q Vlan Tagging which the 881 is.
